SEMESTA: Journal of Community Empowerment is an open-access journal committed to ensuring the widest possible dissemination of scholarly knowledge without financial barriers for readers. All published articles are freely and permanently accessible online under the journal's applicable open-access licensing policy.

The journal currently does not charge any fees for manuscript submission, article processing, peer review, or publication. There are no Article Processing Charges (APCs) and no subscription fees for readers.

The operation and publication of the journal are supported by its publisher and institutional resources. Editorial decision-making is conducted independently and is not influenced by any commercial or financial interests. All editorial and peer-review processes are carried out solely on the basis of scholarly merit, research quality, originality, and relevance to the journal's scope.

Should the journal introduce an Article Processing Charge (APC) or any other publication fee in the future, such changes will be communicated transparently on the journal's official website before taking effect.
